  1. वेदवादेषु वेदवाक्येषु रतः (रम् + कर्तरि क्त) वेदवादरतः । सप्तमीतत्पुरुषसमासः

I have read that only the terms in a specific gana can be used in saptami tatpurusa samaasa. There is only one sutra for this samaasa. It is mostly like comparison. A person who is great in a group. Is the example given here is considered as saptami tatpuru only? Any reason to be stated to justify this?

The विग्रहवाक्यम् was given in शाङ्करभाष्यम्.
Yes, I know that as per Panini, there is only limited scope for सप्तमीतत्पुरुष. At the same time, in the reality, there are so many शिष्टप्रयोगs which do not conform Panini's regulations.
And there is always a way out.
You can do योगविभाग. You can read the sutra 2.1.40 सप्तमी शौण्डैः। as only "सप्तमी", then use the अनुवृत्ति "सुपा". In this manner you can make any type of तत्पुरुषसमासः.
